Jerrara Road Blackspot Program

Reliance Engineering Services were engaged by Goulburn Mulwaree Council to provide engineering support and project superintendency services for the reconstruction of a 4.0 km section on Jerrara Road.

The project located near Marulan in New South Wales was funded under the Australian Government Blackspot Program and NSW Government Regional Emergency Road Repair Fund.

Jerrara Road is an important link which is utilised by surrounding quarries operations delivering materials to Sydney. In recent years, the pavement surface has sustained significant damage to unfavourable subgrade and weather conditions, along with increased heavy vehicles.

The project was undertaken by Divall’s Earthmoving and Bulk Haulage and consisted of the following works:

  • Two box culvert extensions to support road widening and realignment

  • Four piped culvert extensions to support road widening and realignment

  • Localised heavy patching repairs

  • Bulk earthworks to improve the vertical and horizontal road alignment

  • Installation of subsurface drainage and shotcrete table drains

  • Reconstruction of 4.0km of carriageway to improve the vertical and horizontal alignments

  • Installation of retro reflective pavement markers and audio tactile line marking

  • Installation of road signage and safety barriers

Due to the deterioriating pavement surface and urgency required to deliver this project, challenging conditions were experienced during construction which included unfavourable subgrade, traffic management and strict environmental controls.

Reliance Engineering provided the following services to Council:

  • Consulted with the Department of Primary Industries to define NSW Fisheries design expectations and requirements for the proposed culvert upgrades

  • Liaised with Council’s environmental officer to undertake Review of Environmental Factors, Aquatic Biodiversity Assessment and Aboriginal Heritage Due Diligence Assessment

  • Prepared and obtained environmental clearances for proposed works

  • Consulted with Highlands Design and Drafting Pty Ltd to prepare detailed engineering drawings for construction

  • Engineering design support

  • Contract Administration

  • Project Superintendency

  • Monitoring and enforcing Contractor compliance

The project was successful delivered by Divall’s Earthmoving and Bulk Haulage in May 2025.
